The Enterprise Release Manager (ERM) will use a multi-disciplinary governance framework for holistically managing enterprise change and transformation with a focus on change impacts across people, process and technology domains of the Hong Kong Jockey Club Strategic Programs within the IT Division.

The ERM function will provide governance mechanisms for integrating and managing multiple, independent programs and projects that impact the enterprise with an initial focus on the Strategic Programs.

ERM will take an end-to-end perspective addressing (strategic) planning, execution and delivery of the Strategic Programme change portfolio, including design dependencies, test and implementation stages of delivery, coordinating the relevant functional groups.

ERM will support portfolio prioritisation and design governance to improve productivity and reduce change disruption. ERM will support enterprise portfolio/project management (ITPMO) and Architecture (Chief Architect) to bring a pragmatic architectural and execution perspective to the selection and planning to an enterprise release for Strategic Programmes. Work with IT PMO management to improve the software engineering processes and practices associated with continuously building, deploying, and updating software and environments.

The ERM Job function works collaboratively with all participants in software development projects and is supportive of developers and testers as they set up their build dev. /test environments.

The ERM is responsible for building the IT Release Calendar, working closely with the IT release managers from different portfolios across IT and centralising view of all releases.

Leads the effort of defining the IT strategic direction for release management tools (In consultation with the Chief Architect), for IT to ensure the process requirements of release management are built in.

The ERM will assist in managing projects and interdependencies to ensure milestone adherence to ensure the integrity of the release can be measured.

 

 

 

 

 

Role and Responsibilities

  • Build the IT Release Calendar.
  • Forward Plan the release windows and cycles across The Strategic Programme of Work
  • Manage risks and resolves issues that affect release scope, schedule and quality
  • Measure and monitor progress to ensure application releases are delivered on time and within budget, and that they meet or exceed expectations
  • Coordinate release content and effort based on the service request backlog, pending service requests, third party applications, or operating system updates
  • Communicate all key project plans, commitments, and changes including requirements, QA plans, schedule, and scope changes
  • Manage relationships and coordinate work between different teams at different locations
  • Conduct Release Readiness reviews, Milestone Reviews, and Business Go/No-Go reviews
  • Weekly Release Reporting
  • Communicate release details and schedules to the Business as required
  • Work with IT Infrastructure Operations & Services engineers to understand impacts of branches and code merges
  • Maintain the release schedule for all core services and ensure alignment across key partners and vendors.
  • Continually work towards making improvements in the release process
  • Support the Chief Architect with research into new software development and configuration management methodologies and technologies and analyze their application to current configuration management needs

Qualifications:

  • Minimum Bachelor’s degree in Computer Science or related field
  • 7-10 years of previous release and/or enterprise test management experience, (Solid understanding of project management principles preferred)
  • 10-15 years of experience in information systems operations environment in systems analysis or development
  • Demonstrated ability to lead and implement transformative and new enterprise level processes and policies
  • Advanced knowledge of software development lifecycle
  • Demonstrated ability to coordinate cross-functional work teams toward task completion
  • Demonstrated effective leadership and analytical skills
  • Advanced written and verbal communication skills are a must

The successful candidate for this role will need to have the skills and experience to meet the following challenges:

  • Lead the IT organisation to understand and define the new enterprise release processes and policies needed in support of the Strategic Programme of Works
  • Work across all departments of the division within the agreed framework for Release Management.
  • Utilize and enhance where necessary the existing governance structure to manage the planning of work from the earliest stages of the PDLC.
  • Work with Architecture and Infrastructure groups to define a Release Management Technology roadmap and ensure that the Release Management structures and strategies fulfill it.
