Job Description

Our client is a leading multinational organization with multiple lines of business and diverse operations. They are looking for a Risk & Controls Manager who will operate within the Enterprise Risk Department with a specific focus on their Construction & Property business. The ideal candidate will be experienced in large construction projects and possess strong knowledge of Construction Management / Project Management and Facilities Management best practices.

The role will focus on developing Risk best practise working closely with the Construction Teams, Internal Audit and various Risk and Governance functions. You will be expected to review all Construction auditing processes and revamp and reengineer the auditing landscape, engage senior stakeholders, and create a value add governance framework that manages risk appropriately. The role spans across an Asia Property Portfolio (mainly commercial) but there is a strong emphasis on construction due to a number of very large builds taking place. These are being contracted to a number of different companies with tenders still to go out.


Desired Skills and Experience

  • Support delivering project and Construction assurance activities
  • Act as a key risk advisor on Construction Projects to internal teams and vendor management frameworks
  • Support in assessing the effectiveness of site and quality management, scope management, and assess the transition from construction, handover to facilities management
  • Lead and manage independent audits from planning through to reporting, ensuring appropriate audit coverage, quality and timeliness of completion
  • Act as a value add business partner to construction and property teams
  • Supervise, coach and develop auditors
  • Advise and provide recommendations to stakeholders on risk and control issues, process improvement and compliance measures
  • Assist the Head of Audit to achieve the Department’s strategic plan, to enhance audit proficiencies through implementing appropriate standards, methodologies and processes, and to streamline internal audit workflow.


Requirements of the Role

  • Degree Educated
  • Qualifications specific to Construction/Property/Facilities Management
  • Minimum 6-8 years construction management experience on projects exceeding HK$3bn;
  • Project Management certification
  • Experience in Facilities Management a big plus
  • Strong knowledge of construction best practice methodologies
  • Working practical knowledge of construction risk management;
  • Proficient in construction contract management and contract review, with the capability of identifying contractual risk and interfacing exposures
  • Confident in the engagement with construction professionals at all levels and question methodologies and concepts
  • Technically astute and strong analytical and decision-making ability
  • Excellent communication and report writing skills in English
